Tenants across Scotland are being invited to share their views as part of a major national research project looking at the State of Play of tenant participation. The research is being carried out by the Tenants Information Service (TIS) in partnership with the Scottish Government, and your voice is an important part of it.
This research comes 25 years after legislation established tenants’ rights and strengthened landlord responsibilities around participation. While frameworks have improved accountability over time, the landscape has since changed — with digital engagement, shifting expectations, and wider social and financial pressures now influencing how tenants and organisations interact.
The tenant survey is open to anyone who rents their home from a council, housing association or housing co‑operative. It focuses on your lived experience — whether you’ve taken part in tenant activities before or not — and asks about awareness, involvement, and whether you feel tenant participation leads to real change.
By taking part, you’ll be helping to build a national picture of what’s working well, what could be improved, and what support tenants need in the future. Your feedback will directly influence how tenant participation develops across Scotland in the years ahead.
